Jury Decisions
Luckily, the New York Courts don't have to rule on matters of sailing anymore, now that there is a jury. And the jury has been busy in the last 24 hours. Here are the decisions on a raft of issues that mean nothing to anyone outside the sport, but make the America's Cup what it is.

- Competitors will be able to use water ballast provided that the amount used to benefit performance is also in position when the boat is measured.
- The International Jury for the 33rd America's Cup has confirmed the start time for races will be 1006.
- The Jury gave Race Office Harold Bennett the discretion to use his experience and judgment on what constitutes fair and safe conditions for racing.
- GGYC's yacht USA has also been cleared to use onboard wind-detection equipment.
- GGYC's yacht USA has been cleared to use "fast and green" friction-reduction technologies. -- David Fuller, Yachtsponsorship.com

The International Jury for the 33rd America's Cup has confirmed the start time for races will be 1006.

This was one of five decisions reached by the Jury following hearings in Valencia in which Golden Gate Yacht Club's requests for redress were heard for improper actions taken by the defender, Societe Nautique de Geneve.

The Jury gave Race Office Harold Bennett the discretion to use his experience and judgment on what constitutes fair and safe conditions for racing. GGYC submitted that SNG's planned low wind limits would unfairly advantage Alinghi 5 and disadvantage USA.

GGYC's yacht USA has also been cleared to use onboard wind-detection equipment as well as fast and green friction-reduction technologies. SNG had previously arranged rules to permit both these things, but had a last minute change of mind, and then attempted to prevent USA from using them.

"This brings some degree of common sense back to the rules," commented GGYC spokesman Tom Ehman. "The pinnacle event in our sport, contested by the world's best sailors, ought to allow racing in conditions that even kids in the Optimist trainer class would say were too light to be any fun."

The Jury also ruled that the Deed of Gift shall prevail over any other conflicting rule and the SNG will amend the Notice of Race (NOR) and Sailing Instructions (SI) to further reinforce this. In another decision, the Jury confirmed that SNG's race committee will be responsible for determining whether to start or continue a race and in doing so has the obligation to comply with applicable safety and legal obligations. This will be reflected in the Notice of Race (NOR).

While the challenger's request for redress regarding their intention to dump substances in the sea while racing was denied, the Jury reinforced the fact that all applicable laws must apply to any discharge while racing. The competing parties mutually agreed to modify the rules regarding detection equipment at the challenger's request.

"We welcome the Jury's involvement and decisions for the sport. We are confident racing will go ahead as scheduled on Monday - weather permitting - and we are looking forward to finally getting this competition on the water," said Alinghi team skipper and tactician Brad Butterworth.

J.J. Giltinan Trophy Championship
18ft Skiff Racing's greatest challenge begins on Sydney Harbour on 12th February when 31 of the world's best crews line up to contest the 61st J.J. Giltinan Trophy Championship.

With six past champions and a host of world and international championship-winning challengers all vying for the title in similar boats, the racing on Sydney Harbour will be a "War On Water" during the seven-race regatta.

Aside from the past Giltinan champions, there are eight skippers in the regatta who have won world championships in other sailing classes.

Adam Binns Signs On For VOR Television
Alicante, Spain: Adam Binns (35) is the latest new recruit to join the Volvo Ocean Race, which starts its 11th race around the world from Alicante, Spain, in the autumn of 2011.

Binns, formerly Commercial Director of Dutch television and production company, Off the Fence, takes up the Director of Television role for the 37-year old premier ocean race. Binns' professional background includes senior positions at ITV, BSkyB and TWI.

Binns has worked in the television and film industry for 14 years on a range of projects including Formula One, UEFA Champions League and the Rugby World Cup. He has extensive experience in commercial broadcast negotiation and will be responsible for devising and implementing the broadcast strategy for this ocean classic.

In hiring Adam Binns, Volvo Ocean Race CEO Knut Frostad continues to follow his significantly different approach, by recruiting the most forward thinking and highly motivated candidates from outside the sailing world.

More announcements are expected this spring as Frostad continues to build his team to deliver the next race.

Two Kiwis & Two Aussies In Warren Jones Semis

Warren Jones Youth Regatta Perth, Western Australia: William Tiller of Auckland's Royal New Zealand Yacht Squadron, heads the leaderboard at the end of the shortened round robin section of the Warren Jones International Youth Regatta, so gets the privilege of choosing his opponent in the semi-finals.

It will be a tough call, as the other three qualifiers would all make formidable opponents. Phil Robertson is from the same Auckland club, and used to be Tiller's skipper, David Gilmour of the host club is a firey newcomer who has nothing to lose, while Peter Nicholas is the big improver of the series, getting better every day.

It was another day of "crash & burn" sailing, in a breeze that at times topped 30 knots, stretching the repair team, and the already battered fleet of boats.

Phil Robertson, last year's winner of the event, knows he has a fight on his hands to join the elite group who have their name on the trophy twice. He is the highest ranked skipper in the regatta, at 25 on the world ladder, to Tiller's 66th place.

Though he is new to international level match racing, the eyes of the sailing world are on David Gilmour, the son of a legend of the sport, Peter Gilmour, a former world champion and America's Cup skipper. He has proved to be feisty on the water, evoking memories of his father's younger days.

Peter Nicholas is the big improver of the series, having sailed in this event twice before, but failed to do better than eighth on either occasion, but has produced a strong performance in this event.

OSTAR Lecture Series In Aid Of RNLI
OSTAR class winner, Barry Hurley, of the Royal Irish Yacht Club, is presenting a series of lectures on his experiences in the 2009 edition of this world renowned solo transatlantic race.

Using images, chart references and video footage taken during the race, Barry will recount some of his adventures sharing the many highs and lows of such a challenge.

With this lecture series Barry hopes to promote the sport of short-handed sailing as a discipline where Ireland can be competitive on the world stage.

Ireland Government Supports VOR 2012 Stopover Bid
Martin Cullen TD, Minister for Arts, Sport and Tourism has announced (Tuesday 2 February 2010) that the Government has committed 4 million Euros in support of Let's Do it Global's (LDIG) bid to host a port stopover in the forthcoming Volvo Ocean Race 2011-12.

The support is based on the value to tourism and the economic impact of the very successful 2009 event which delivered 55.8m economic impact on Galway and Ireland and which saw over 650,000 visits to Galway.

For LDIG the bid process started last year and final submissions for the European stopover were submitted in December 2009. Over 32 ports originally made submissions and now Galway has been shortlisted, however it is understood that given the success of the last event and now with the Government support, Ireland is well positioned.

A final decision on the bid is expected in March.

29erXX Miami Heat

29erXX It was a Chamber of Commerce day in Miami with warm weather and steady winds that propelled the skiffs across Biscayne Bay in a 13-15 knot breeze. Regatta winners Hannah Nattrass (AUS) and Graham Biehl (USA) continued their winning ways. Despite being called over in race 9, capsizing on their gybe around the pin-end, the 2 minute handicap didn't deter them as they slowly (quickly??) sailed through the fleet making a brilliant move at the finish to cross in 2nd in front of Giulia Conti/Alessandra Angelini (ITA) and Jen Glass/Mallory Fontenot (USA). The duo won 3 of the 4 races held today giving them a 12 point lead over second place winners Francisco Piccini and Sofia Tedin of Argentina who sailed a consistent day of 3-4-1-3.

With the increase in wind from the previous days, the Coconut Grove Sailing Club Race Committee fondly claimed their own NASCAR circuit as the skiffs set record legs during the racing.

SEIKO watches were given the to top 2 teams, thanks to SEIKOs support of the 29erXX. The 29erXX circuit can be found next at any of the 29er EuroCup events and in Poland in July. More information and full results can be found on www.29er.org

Champagne For Karl Purdie

OK Dinghy The champagne is open for Karl Purdie this evening. He has, provisionally, become the NZ OK Dinghy Association champion for 2010. Fellow Kiwi Paul Rhodes finished in second place on line in Race 8 which was enough to put him into second place overall. Nick Craig from Great Britain rounds out the podium.

54 entrants started Day 3 of racing, with champagne sailing conditions - 15knts from the south with good chop. By Race 8 (the third of the day and last of the regatta) this had almost reached the upper limits of sailing, gusting 25 knts, and nearly half the fleet were back on the beach. Race 8 was particularly hard, with Purdie and Paul Rhodes battling it out for the finish.
