2022 - Crucial Year for World Sailing's mission to see Para Sailing reinstated for LA28
2022 is set to be a crucial year for Para Sailing as the international federation, World Sailing, pursues its ambition to see sailing reinstated for the 2028 Los Angeles Paralympic Games. "This is the year it will be decided which sports get reinstated by the International Paralympic Committee for the 2028 Los Angeles Games," said David Graham, CEO of World Sailing. "While we are still waiting for the IPC to confirm the reinstatement process and timeline, we expect the application and declaration of intent to be requested in Q1. World Sailing will then have to submit our initial application package by Q2 and full application by late summer. The final decision on which sports, if any, are to be reinstated are normally announced at the IPC Annual General Meeting, which is in November."

It certainly is not a given that any sports will be reinstated for LA28 - the Para sports for the 2024 Paris Paralympic Games are the same as Tokyo 2020. IPC President Andrew Parsons, who was recently re-elected for a second term as President of the IPC at the General Assembly (11-12 December), has already publicly declared they are looking at 'new sports' and world trends. Only 22 Para sports will be contested at the 2028 Paralympic Games and the IPC will determine the criteria sports must adhere to for reinstatement.

Strategic Priorities by 2023
To meet the anticipated criteria set by the IPC, World Sailing has outlined a set of Strategic Priorities to support the growth of the sport by 2023:

- Increase worldwide participation to 45 nations on 6 continents.
- Increase youth participation (below the age of 30) to 20% of total athletes.
- Grow the number of female participants to 30% and, ultimately, to achieve gender parity.

Other areas of focus are diversity, inclusion, affordability, development, and increasing the number of open and Para sailing events.

Emerging Nations enjoy their day in the Oman Sun
Winning is not the only thing that matters at the 2021 Youth Sailing World Championships presented by Hempel. But when two sailors from Emerging Nations each win a race on the same day, that's a reason for the whole sport to celebrate.

With 11 events due to be decided by the end of this Friday, Wednesday marked the halfway point of the competition for the 433 sailors from 59 nations. It was another afternoon of 6 to 10 knot onshore breezes which made for challenging tactical and strategic decisions on the race course.

Despite an uncharacteristically poor outing by Marie Jacobsen Lepperöd (NOR), scores of 15 & 9 were still sufficient to keep the Norwegian top of the leaderboard, just three points ahead of Peru's Florencia Chiarella. The light onshore breezes in Oman are surprisingly difficult to read, and it's a test of patience and cunning that is resulting in high scores across the 46-boat fleet. With all the boats supplied by German builder Ziegelmeyer, there is no boat speed advantage. This is racing in its purest form, which is all the more reason to celebrate victory for Mariam Ehab Mohamed Moustfa (EGY) in the first race of the day, followed by Agnese Caiafa (URU) in the next. Both the Egyptian and Uruguyan competitors were over the moon with this breakthrough in their young careers. "I am so happy," said Moustfa. "It is a good feeling. One day I want to race for Egypt at the Olympic Games."

A Beach Clean World Record

Oman Sail has set a Guinness World Records title for the Most Nationalities Collecting Litter. Under supervision by an adjudicator from Guinness World Records, participants at the Youth Sailing World Championships presented by Hempel, including sailors, Oman Sail officials, staff at Barcelo Mussanah Resort and members from the OMRAN Group broke a new record with 73 nationalities collecting over 344kg of litter at Mussanah public beach.

2021 Class40 Champion
Antoine Carpentier Antoine Carpentier (46), a native of South Brittany, has been crowned 2021 Class40 Champion, rounding off what has been a remarkable season. Having scored a number of victories and podium results over the years on the Class40 circuit, Antoine has now taken the overall title for the first time as skipper of his own project on his Mach40.4 Redman, taking over the mantle from 2019 Champions, the Franco-Italian team of Catherine Pourre / Pietro Luciani (the title was not awarded in 2020 due to the lack of races).

The Swiss team of Valentin Gautier - Simon Koster (Banque du Leman) finished second in the overall standings, ahead of third-placed Franco-British sailor Luke Berry (Lamotte Module Creation).

In the opening race of the Championship, the CIC Normandy Channel Race, won by Axel Trehin and Frederic Denis (Project Rescue Ocean), just 3 minutes separated second-placed Lamotte Module Creation (L. Berry / A. Nebout) from third-placed Redman (A. Carpentier / P. Santurde del Arco).

In the Les Sables - Horta race, the margin was yet again a mere 3 minutes, this time between the winners Redman (A. Carpentier / M. Mergui) and runners-up Project Rescue Ocean (A. Trehin / F. Denis). The battle was equally intense mid-fleet, with no less than 8 boats crossing the finish line in the space of 2 hours after 2540 nm non-stop racing, the stopover having been cancelled!

The biennial Rolex Fastnet Race was won by Antoine Magre and his Franco-British team (E.Leclerc Ville-la-Grand) after a little over three days of racing. Banque du Leman and Lamotte Module Creation went on to complete the podium in just 12 minutes! Antoine Carpentier and his team finished in 4th place just 13 minutes adrift.

After these 3 major races, Antoine Carpentier was leading the championship, but not by much, and the competition in the Transat Jacques Vabre Normandie Le Havre promised to be formidable with 45 Class40s on the start line, including a number of new boats and serious contenders… But "good things come in threes" as the saying goes: having won the race in 2017 on the Class40 V and B, and in 2019 in the Ocean Fifty class, Antoine Carpentier once again crossed the finish line in first place, this time racing with Pablo Santurde del Arco.

49erFX: Top Olympic crew call it a day
2016 Olympic silver medalists in the 49erFX class, Molly Meech and Alex Maloney, have announced via social media that " it's is time for a new chapter".

The two became synonymous with the 49erFX, having been a key part of the team which worked with Mackay Boats to develop the class prototype, which was then selected after a selection trial process, by World Sailing, as the equipment for the new Womens Two Person skiff event, first sailed at the 2016 Olympics.

They won the inaugural World Championship for the class in 2013 in Marseille, and placed third in the 2017 Worlds in Matosinhos, Portugual.

Maloney and Meech will always be remembered for the 49erFX Medal race in the Rio Olympics, when the three medals were going to be determined by the placings in that race.

The Cruising Association announces an update on UK Government VAT rules for UK boat owners
Following a meeting with HM Treasury (HMT) and HM Revenue and Customs (HMRC), the Cruising Association (CA) is pleased to confirm that the UK Government will make a positive change to the application of Returned Goods Relief (RGR) for recreational craft. As a result, many boat owners will no longer have to pay VAT on the return of their boats to the UK.

The proposed change has considerable benefits for the UK based cruising community:

Where a boat currently abroad is eligible to obtain relief from VAT through RGR, there will be no requirement to return the boat to the UK by 30 June 2022 in order to obtain this. As long as an owner can demonstrate that the boat has been located in the UK at some point in their ownership, RGR for boats will not be time limited, and

Owners of UK-based boats which are VAT paid will be able to go on extended cruises without the worry that VAT may become payable when they return the boat to the UK at the end of the cruise.

These changes are a major step forward. For over three years, the Cruising Association and its Regulations and Technical Services group (RATS) have been working with stakeholders and UK Government Departments (HMT, HMRC) on the VAT implications and other freedom of movement related issues for cruising sailors arising from the UK leaving the European Union (EU).

With the UK Government confirmation, subject to final legislation, the cruising community will continue to enjoy cruising between the UK and the EU for extended periods assured they will not incur additional UK VAT charges, if the following conditions are met:

the person importing the boat into the UK is the person who originally exported it,
the boat will be used in the UK for non-commercial purposes, and
the boat is substantially unmodified during its absence.

Honour for Sir Chay Blyth
Sir Chay Blyth has been honoured with a Lifetime Achievement Award from our sister title Sailing Today with Yachts & Yachting.

The trophy was presented to Sir Chay at the British Yachting Awards, which took place on 30 November at the Royal Thames Yacht Club in London.

The trophy itself was made specially for the event by historic chandler Davey & Co.

Sir Chay received lengthy applause from the audience which included fellow 'wrong-way' circumnavigator Mike Golding

Sir Chay attended the event with his wife Lady Felicity and had the audience laughing as he recalled his early exploits afloat in the 1968 Golden Globe Race.

Group editor Rob Peake, who presented the British Yachting Awards, said: "The award was made with the greatest admiration for Sir Chay's sailing career and for the impetus that he has given to others in their own sailing.

Giorgio Armani will be the new title sponsor of the 15th edition of the Superyacht Regatta, which will take place from 31 May to 4 June 2022 on the waters of the Costa Smeralda. The four days of coastal races will be set against the unique backdrop of the La Maddalena Archipelago, and accompanied by various social occasions ashore.

The Giorgio Armani Superyacht Regatta is scheduled to take place from 31 May to 4 June 2022.

Organised since 2008 by the Yacht Club Costa Smeralda, the Giorgio Armani Superyacht Regatta will be open to superyachts with a minimum length of 90 feet and multihulls of at least 50 feet in length. As in previous editions, the event will also include the Southern Wind Rendezvous and Trophy.

Following consultation with industry stakeholders, exhibitors, and sponsors, organizers of the Thailand International Boat Show announce that the planned 2022 event will be postponed to 2023. The new dates for the show are 12 - 15 January 2023 and the venue remains Royal Phuket Marina.

The [USA] National Marine Manufacturers Association (NMMA) announced it is postponing the 2022 Progressive Insurance Atlanta, Baltimore, Chicago, Nashville, and St. Louis boat shows to 2023. The postponement of these five shows is the result of thorough analysis, alongside exhibitors and NMMA members, of the unique needs and economics of each region spanning date availability to supply chain disruptions to historically low market-specific boat inventory.

As NMMA continues to evolve its boat show portfolio as part of its strategic plan to expand the way it serves the industry and consumers nationwide, the association is launching a new boating event on Georgia's Lake Lanier, outside Atlanta, this spring, complementing the reboot of the 2023 Atlanta Boat Show. NMMA will also launch a Discover Boating showcase in Washington, D.C. in May for policymakers and influencers, in tandem with the 2022 American Boating Congress (ABC), serving as a platform to elevate industry innovations and the boating lifestyle. This event will set the stage for a consumer-facing boating event in the spring of 2023 alongside ABC. More details on these plans will be shared in the coming weeks.
